The Liquid and Hazardous Waste Operators Certification Council was established on the 17th August 2007. The Council was set up to manage the certification scheme for Liquid and Hazardous Waste Operators.

  • The certification scheme is an independently assessed quality assurance programme
  • A certified operator has ongoing independent audits
  • Certified operators carry the distinctive Liquid and Hazardous Waste Operators Certification Council logo on trucks of all registered companies throughout New Zealand.

Customers know that a certified operator will provide a service that meets all the requirements of the Liquid and Hazardous Waste Code of Practice and support WasteTRACK.

Certified operators are bound by the scheme rules set out in the code compliancy programme.

Code of Practice

The Liquid and Hazardous Waste Code of Practice was developed by the liquid waste contracting industry. At the time the code was developed, changes were occurring in the legislation (primarily a tightening of controls on the industry). The code was a proactive way of responding to the potential legislative changes. The legislative changes are now largely in place and the code has certainly assisted in providing a positive direction for the industry.

The Code relates to liquid and hazardous waste that is transported and has been developed to protect human health and the environment. The Code provides clear information on industry best practice. Code Compliancy Programme

The Liquid and Hazardous Waste Code of Practice was published in 2003 to give New Zealand businesses and consumers confidence in Liquid and Hazardous Waste service providers. To ensure the Code of Practice is being met, the Liquid and Hazardous Operators Certification Council Code Compliancy Programme has been developed to accredit providers and to certify services.

The Code Compliancy Programme sets out how the logo can be used, rules for the programme (including complaints procedures) and provides a code of conduct.

Certification and Audit Process

The certification programme is a process where a business and how it is operated is compared against the requirements set out in the Code of Practice that should govern that business.
The purpose of this process is not to “police” members. Auditing is simply a means of ensuring that companies comply with the Liquid and Hazardous Waste Code of Practice. If a business does not reach the requirements set out in the Code, a mentoring process can be put in place to enable them to comply.

Auditors are appointed by the Liquid and Hazardous Waste Operators Certification Council. Auditors are expected to have proficient skills and knowledge of the Liquid and Hazardous waste field. They are appointed for a period of twelve months and sign a formal agreement with the Council. Auditors are bound by the rules set out in the auditor protocol contained in the Code Compliancy Programme.

The Liquid and Hazardous Waste Operators Working Group
Liquid and Hazardous Operators are a working group within the Liquid and Hazardous Waste Sector Group at WasteMINZ.

Over the last few years the group has:

  • Developed the code of practice
  • Improved operational standards in the industry
  • Held meetings to discuss common problems
  • Maintained good communication with central and local government regulatory authorities for operators
  • Developed a training package (with TranzQual ITO)

Just what is the code compliancy programme?

There are two aspects to the code compliancy programme. One is the rules around how it operates and the second is an auditing process where your business and how it is operated can be compared against the Code of Practice that should govern that business.

For the industry, the code compliancy programme is a way of:

  • Improving operational standards
  • Fostering the highest standards of efficiency, services and ethical behaviour
  • Promoting a positive image

Who prepared the programme?

Members of the Liquid and Hazardous Operators Working Group prepared the code compliancy programme. The programme has the support of the Ministry for the Environment and local government.

Who runs it?

Members of the Certification Council.  Any Liquid and Hazardous Waste Operator who is a fully paid up member of WasteMINZ is eligible for election to the Council.

What does it cost?

A Fee Schedule is provided in this website. The fees are set by the certification council and include an annual administration fee, a promotional levy and a council meeting fee. In addition to these basic fees, you will be required to pay a pre registration fee (this is a one off charge). The audit fee is set by the auditor. The Application for Registration and Signed Agreement Forms can be found under the heading Fee Schedule. Two vehicle decals will be issued free of charge when your business gains Code Compliancy. Additional decals will cost $4.50 each plus GST and freight.

Who can participate in this programme?

To participate in the programme, you must be a fully paid up member of WasteMINZ and have signed the agreement set out in the Code Compliancy Programme.

What is required for the auditing process?

You and staff in your business should be familiar with the Liquid and Hazardous Waste Code of Practice. You should be clear on which aspects of the code of practice apply to your business and have the systems in place to comply with expected standards, operating procedures and the like set out in the code.

Prior to an audit, you may choose to carry out a self audit. Some companies provide a pre-audit check service. At present, the code does not have a self audit sheet in the code.

The auditor
Auditors are appointed by the Liquid and Hazardous Waste Operators Certification Council. You will be advised by the auditor of the scope of the audit. The auditor will visit your company and carry out an audit with you. The auditor will work through any concerns with the owner.

Audit report
Audit reports are held by the auditor and your company. The auditor will advise the Certification Council if your business complies with the requirements of the code. After a formal meeting of the Council your company will receive a Certificate.

So what’s in it for me?

Being a member of a professional organisation and being able to demonstrate that your business complies with what is considered to be best industry practice is a point of difference that you will be able to promote with your clients. Achieving – and maintaining - high standards are also an important factor in working with regulatory authorities. Demonstrating independently verified operational practice can result in a significant reduction in monitoring and compliance costs.

Once you have certification, you are entitled to promote your business as a fully compliant operator. Promotion can take the form of vehicle logo’s and information in your brochures or advertising. You will also receive recognition in the register of compliant companies on the website and national promotion of the brand (with subsequent marketing advantages for your business).
