The waste disposal levy has gathered a few headlines recently. The recent ‘A Wasted Opportunity‘ report highlighted what could potentially be achieved through well-designed changes to the levy.
In this webinar, the lead authors of the report, Dr Dominic Hogg and Duncan Wilson from Eunomia will outline their approach to the study and discuss in more detail some of the key questions that arise from the report, such as:
- the economic impacts;
- controlling unintended consequences (like illegal dumping);
- the dynamics of different levy rates,
- And; how best to allocate levy income.

About the presenters:
Dr Dominic Hogg: Dominic is the Founder and Chairman of Eunomia Research & Consulting. He has worked in the environmental field for over 25 years as a campaigner, researcher and consultant. With an honours degree in physics from the University of Oxford, and a PhD on the economics of technological change from the University of Cambridge, he has undertaken a wide range of cross-disciplinary projects related to waste and resources policy for (amongst others) UK Government departments, Scottish Government, Natural Resources Wales, Environment Agency, Overseas Governments, OECD, European Commission and European Environment Agency.
Duncan Wilson: Duncan is a Director of Eunomia and has a B.A (Hons) in Anthropology. His work with Eunomia, both in NZ and in the UK, has covered a range of projects including waste management and minimisation plans, waste contract procurement, development and evaluation of service delivery options, collection systems modelling, and cost-benefit analysis. Duncan has extensive experience with waste data, including time series data, and waste composition analysis. A key part of much of his work is the in-depth analysis of data to discern key issues and trends and identify potential solutions.
