In March 2020, a tragic incident at a landfill tip head claimed the life of a worker and led to an Enforceable Undertaking between Enviro NZ and WorkSafe New Zealand.
Through the Enforceable Undertaking, Enviro NZ investigated and trialled the use of Visual Artificial Intelligence (VAI) and worker engagement tools across two operational sites—Hampton Downs Resource Recovery Precinct and Pōkeno Fill facility. This was not just about testing new systems, but about understanding how risks at dynamic work sites are understood, managed and communicated by workers in everyday work.

Enviro NZ shares this report in the spirit of openness and collective progress, inviting others to reflect on their own practices and explore new ways of doing safety differently.
The findings offer valuable lessons for the wider industry in a digestible format, featuring tips and tricks, practical insights and conclusions reached through trial and error over a two year period. It demonstrates that improving safety in dynamic environments requires more than compliance—it demands trust, collaboration, adaptability and a willingness to learn from everyday work.
Another part of the Enforceable Undertaking involved an industry innovation project conducted by Learning Teams Inc with three other industry stakeholders, exploring tools and methodologies to assist both workers and organisations in their critical analysis of dynamic risk.
