30 July 25: KCTL Phase Out

In 2023 New Zealand Transport Agency Waka Kotahi released the New Zealand Guide to Temporary Traffic Management. The change from a code of practice (COPTTM) to a guide enables companies to better determine their own means of compliance based on their risk.

NZGTTM acknowledges that sub-sector industry specific training may be developed to fit within the NZGTTM training framework. With the upcoming rollout of the micro credentials by MITO, WasteMINZ have made the decision (announced last year) to phase out the KCTL warrant certification.

KCTL will be replaced with an industry guideline/training workbook outlining the baseline requirements for an organisation to determine if their staff are "fit for purpose". The guide will follow similar content to the current KCTL programme and should align to existing employee baseline training being offered to staff within organisations. It will be designed to be customised by individual organisations to their specific processes and equipment and act as a training record which can be cited if required.
