New WasteMINZ Board members

WasteMINZ Board members provide governance and strategic direction for WasteMINZ, monitor the organisation's performance, and protect the integrity of the organisation.

2026 WasteMINZ Board members

WasteMINZ is pleased to introduce your new Board members for 2026:

  • Dr Dave Bull
Site Contamination Specialist, Director, HAIL Environmental
  • Paul Evans
    Chief Executive, Localised
  • Morgan Harrison
Manager - Waste Services, Whanganui District Council

You can learn more about our new Board members below.

The Board consists of six WasteMINZ financial members who are elected for a term of two years. Three of the six elected Board members complete their two-year terms at alternate annual general meetings, so there are three spaces available.

The successful candidates join the three Board members who remain on the Board:

  • Chris Purchas, Tonkin + Taylor
  • Sophie Mander, Queenstown Lakes District Council
  • Sandy Botterill, Foodstuffs NZ

Dr Dave Bull
Site Contamination Specialist, Director - HAIL Environmental

Dave Bull

Dave Bull has been a board member for the past two terms and would like you to put him back there for a third term.

Dave loves soil and hates waste, and has been campaigning for solutions to our national problem of excessive soil disposal to landfill. As a board member he has supported the work of Nic Quilty and her team on the Love Food Hate Waste programme, waste battery management, understanding the economic value of the waste sector, WasteMINZ’s strategic goals, a series of excellent conferences including the latest collaboration with ALGA, and a host of other projects. Dave will continue to support sector group realignment, updates to the Technical Guidelines for Disposal to Land, and all the work we will have to do to get something meaningful and workable from resource management, waste, water services and local government legislative changes.

Dave is a director of site contamination specialist consultancy HAIL Environmental and of organic waste treatment startup Diagen Limited. He has also been a land developer and a science researcher. He is a Certified Environmental Practitioner – Site Contamination, a Chartered Chemist and has a doctorate in environmental chemistry. His professional work has largely involved thinking about contaminated land, especially risk assessment and regulation.

Paul Evans
Chief Executive, Localised

Paul Evans

Paul is a purpose-driven leader and experienced board member with more than 20 years' experience across the waste, environmental, infrastructure and not-for-profit sectors. He is currently Chief Executive of Localised, a charitable social enterprise working to advance a zero-waste Aotearoa through community resource recovery, reuse, meaningful employment and commercial innovation.

Paul has a long-standing connection with WasteMINZ. He served as Chief Executive from 2012 to 2019, helping strengthen the organisation's profile, influence and relevance to members, government and the wider public. During that time, WasteMINZ became a stronger voice on waste and resource recovery policy, research, communications and sector leadership. He has since returned to the Board and currently serves as Deputy Chair.

Alongside his executive career, Paul brings extensive governance experience. He is a Chartered Director and has completed the Institute of Directors’ Advanced Company Directors' Programme.

Paul would bring to the WasteMINZ Board a combination of deep sector knowledge, strategic leadership, commercial discipline and strong governance judgement. He understands the needs of WasteMINZ's diverse membership, from councils and community organisations to consultants, contractors, recyclers and central government.

He is committed to ensuring WasteMINZ remains influential, financially resilient, member-focused and ambitious for the sector. Paul believes WasteMINZ has a vital role in connecting people, lifting capability, supporting evidence-based policy and accelerating the transition to a circular, low-waste Aotearoa.

He would continue to bring an independent, collaborative and constructive voice to the Board, with a strong focus on impact, accountability and long-term value for members and the communities the sector ultimately serves.

Morgan Harrison
Manager - Waste Services, Whanganui District Council

Morgan Harrison

Morgan Harrison is the Manager Waste Services at Whanganui District Council, leading the delivery of waste and resource recovery services for the district. With 17 years of experience across central and local government, including the past five years in the waste and resource recovery sector, she brings expertise in policy development, strategic planning, organisational leadership, and health and safety management.

Morgan also brings governance experience, having served on several NGO boards over the past ten years. She has been a member of the TAO Sector Group Steering Committee for the past three years and currently serves as Chair. Through these roles, she has developed a strong understanding of governance responsibilities, strategic oversight, risk management, and stakeholder engagement. She has contributed to the development of several key strategic initiatives, including the recently released Local Government Waste Policy Manifesto.

Morgan is passionate about helping the sector navigate the significant changes ahead while ensuring practical and workable outcomes. With a strong understanding of local government and regulatory processes, she advocates for fit-for-purpose organisations, effective legislation, and solutions that balance environmental, community, and operational needs.

Known for her pragmatic approach to problem-solving and collaborative leadership style, Morgan is a natural connector who brings people together to achieve positive outcomes. She believes WasteMINZ plays a critical role in supporting and advocating for the sector and is committed to helping ensure the organisation is well positioned to lead through future challenges and opportunities. If elected, she would bring strong governance capability, extensive local government and operational experience, expertise in policy and strategic planning, practical advocacy for effective legislation, and a collaborative approach to strengthening connections across the sector.
