WasteMINZ Board election 2026

Paul is a purpose-driven leader and experienced board member with more than 20 years' experience across the waste, environmental, infrastructure and not-for-profit sectors. He is currently Chief Executive of Localised, a charitable social enterprise working to advance a zero-waste Aotearoa through community resource recovery, reuse, meaningful employment and commercial innovation.

Paul has a long-standing connection with WasteMINZ. He served as Chief Executive from 2012 to 2019, helping strengthen the organisation's profile, influence and relevance to members, government and the wider public. During that time, WasteMINZ became a stronger voice on waste and resource recovery policy, research, communications and sector leadership. He has since returned to the Board and currently serves as Deputy Chair.

Alongside his executive career, Paul brings extensive governance experience. He is a Chartered Director and has completed the Institute of Directors’ Advanced Company Directors' Programme.

Paul would bring to the WasteMINZ Board a combination of deep sector knowledge, strategic leadership, commercial discipline and strong governance judgement. He understands the needs of WasteMINZ's diverse membership, from councils and community organisations to consultants, contractors, recyclers and central government.

He is committed to ensuring WasteMINZ remains influential, financially resilient, member-focused and ambitious for the sector. Paul believes WasteMINZ has a vital role in connecting people, lifting capability, supporting evidence-based policy and accelerating the transition to a circular, low-waste Aotearoa.

He would continue to bring an independent, collaborative and constructive voice to the Board, with a strong focus on impact, accountability and long-term value for members and the communities the sector ultimately serves.

Rod Lidgard is a passionate advocate for resource recovery, contaminated land management and the sustainable use of materials in Aotearoa New Zealand. With more than 20 years' experience across infrastructure, development and environmental sectors, he has worked to advance practical circular economy outcomes, strengthen collaboration between industry and government, and ensure the interests of the sector are effectively represented in key decision-making processes.

Rod is a strong supporter of WasteMINZ's role in shaping industry leadership. Rod is currently a member of WasteMINZ’s Contaminated Land Management Steering Committee, and the chairs the Soil Reuse working group, helping advance national approaches to soil reuse and resource efficiency. He also maintains strong connections throughout Australasia through the Australasian Land and Groundwater Association (ALGA) and as a Certified Environmental Practitioner - Site Contamination (CEnvP SC), bringing insight into emerging trends, policy developments and best practice opportunities from across the Tasman.

Rod has current and previous experience in several volunteering roles for WasteMINZ - developing national guidance, setting up and attending branch events, and helping to advance industry best practice and support better resource recovery outcomes. His wider governance experience also includes trustee, advisory and committee roles across community, professional, sporting and industry organisations, demonstrating valuable core governance competencies with far-reaching impact.

Rod would bring to the WasteMINZ Board a broad whole-of-sector perspective, strong strategic and commercial acumen, and a demonstrated ability to connect industry, government and community stakeholders around shared outcomes. He is passionate about supporting WasteMINZ’s leadership role in advancing waste minimisation, resource recovery, circular economy principles and contaminated land management. He is committed to evidence-based decision making, constructive collaboration and ensuring the organisation continues to deliver value for members while helping shape a more sustainable future for Aotearoa New Zealand.

Dr Daniel Tulloch is a Wellington-based Chartered Director (CMInstD) with a PhD in Finance from the University of Otago and a background in regulatory economics and sustainable finance. He has advised Crown and private sector clients on regulatory and governance matters, including Treasury, the Ministry for the Environment, the Electricity Authority and the Commerce Commission.

Daniel is Head of Operations at TechCollect New Zealand, the national voluntary e-waste product stewardship scheme. He also served as TechCollect's Independent Director, giving him governance and operational experience of a member-funded product stewardship organisation from both sides of the boardroom table. This work has put him directly across the sector's funding models, member relationships and regulatory settings under the Waste Minimisation Act, at a time when product stewardship schemes face increasing scrutiny over accreditation, compliance and long-term sustainability. He also has a close interest in the application of AI and technology to modern governance practice.

Alongside this sector experience, Daniel is a board member of Fire and Emergency New Zealand, where he sits on the Financial Sustainability and Investment Committee and the Audit and Risk Committee, and an Independent Director of Ngāti Awa Group Holdings Limited (NAGHL), where he serves on the Audit, Finance and Risk Committee across a diversified portfolio of commercial subsidiaries. His NAGHL role gives him direct experience of iwi commercial governance and Treaty partnership obligations, increasingly relevant as the sector strengthens its relationships with mana whenua. He previously completed a three-year Ministerial term on the Board of the Energy Efficiency and Conservation Authority.

Daniel would bring to the WasteMINZ Board a formal governance credential and financial oversight capability currently underrepresented among the sector's leadership, combined with first-hand operational understanding of what it takes to run a compliant, member-funded stewardship scheme through a period of active sector change.
